The Wiggins Island Coal Export Terminal (WICET) is a major bulk coal export facility located at the Port of Gladstone, Queensland. The terminal plays a critical role in increasing coal export capacity, supporting Queensland’s resource sector.
Flagstaff Consulting Group was engaged as the Independent Engineer (IE) to provide practical completion certification, ensuring that key obligations under the Lease Agreement (GPC & WICET) and Framework Deed (State, GPC & WICET) were met.

- Ensured that tenant works complied with the overall Port of Gladstone expansion strategy and did not disrupt long-term operations.
Certification & Compliance Oversight:
Managed practical completion certification, ensuring GPC and the State were not exposed to legacy risks.
Applied rigorous validation processes, safeguarding stakeholders against non-compliant handovers.
