North East Link Victoria: Transaction & Management Advisory
The North East Link (NEL) is Victoria’s largest-ever road infrastructure project, with an estimated cost of $17 billion. It will complete the missing link in Melbourne’s orbital freeway, connecting the upgraded Eastern Freeway to the M80 Ring Road. The project includes Victoria’s longest twin road tunnel (6km) and a dedicated high-speed busway along the Eastern Freeway.
To manage complexity, the NEL is being delivered in five major packages, combining Public-Private Partnership (PPP), Alliance, and Managing Contractor models.

Our Role
Flagstaff Consulting Group was engaged to provide commercial, transaction, and management advisory services for the Primary Package (PPP) and Secondary Freeway Packages, ensuring successful procurement and risk management.
Key Responsibilities
Primary Package – PPP Procurement:
- Developed RFP documentation and structured procurement for the $17B availability-based PPP model.
- Managed Infrastructure Gateway approvals and coordinated state policy compliance.
- Oversaw tender evaluations, challenge reviews, and contract finalisation with preferred bidders.
Secondary Packages – Alliance Contracts:
- Provided transaction advisory services for four multi-billion-dollar freeway packages.
- Developed procurement materials, including Registrations of Interest (ROI), Expressions of Interest (EOI), and RFPs.
Managed scope alignment with the Primary Package, ensuring efficient project execution.
Outcomes
Successful Transaction Execution: Flagstaff led procurement strategy refinements, ensuring competitive market responses.
Cost Control & Risk Mitigation: Implemented ITC payment structures to balance contractor risk pricing.
