Brisbane International Cruise Terminal: Independent Certification

The Brisbane International Cruise Terminal (BICT) is a state-of-the-art facility developed by the Port of Brisbane under the Queensland Government’s Market-Led Proposal (MLP) framework. Located at Luggage Point, the terminal is designed to accommodate mega cruise ships over 270m long, boosting Brisbane’s position as a premier cruise destination.

Our Role

Flagstaff Consulting Group was engaged as the Independent Certifier, ensuring that all project milestones, construction works, and regulatory requirements were met under the Development Agreement (DA) between the State and the Developer.

Key Responsibilities

  • Quality Assurance & Compliance: Conducted rigorous monitoring of construction activities, ensuring compliance with design specifications, durability, and strength requirements.

  • Project Governance & Approvals: Ensured that development works adhered to State approval conditions and interface agreements with Brisbane City Council and Queensland Urban Utilities.

  • Risk Mitigation & Strategic Advisory: Validated design changes, ensuring they remained within the agreed Development Agreement scope.
